Why does the word "HR" often induce groans from people around the organisation and nicknames like "Human Remains"?

Ask the average employee what HR contribute to the wealth & well-being of their organisations and the response is often - "apart from sending me my job contract, getting me paid, haul me in for a disciplinary or to say I'm fired, HR are largely invisible to me"

Ask the average line manager the same question and the response is often - "HR are only too willing to give advice on company policy and tell me why I cannot do something rather than why I can"
